From 3 December 2021 New Zealand will be subject to new rules under the Covid Protection Framework (CPF) ‘traffic light’ system. Auckland will operate under a Red light from 3 December at least until the next review to take place on 13 December.
The NHHA will be a Vaccine Required Site from 3 December 2021 with the objective to be open and remain open for our members and guests in the safest possible environment. This plan is designed to guide the NHHA team and its customers on their areas of responsibility and obligations and will form part of the NHHA’s overall Covid Protection Framework.
This is not an exhaustive list of all tasks to be completed and makes some assumptions about activities that may or may not occur on site. Legislation, interpretation, and guidance provided to the NHHA is subject change and will impact operations and this plan accordingly.
In the coming weeks, the Government will announce further information about testing, contact tracing, care in the community and social support for those who may get Covid-19 including when booster shots will be required. Detailed sector guidance under the CPF will be released from organisations like the Hospitality Association of NZ and Sport NZ. This document may be updated accordingly.

The NHHA is required to adhere to relevant legislation and applicable CPF rules. Under CPF red setting, the NHHA administers “Organised Community Sport” defined as a “Gathering” and the whole of the NHC site is captured under “Clubrooms with hospitality offering” defined as “Hospitality” due to the NHC being a fully licensed venue inside the fence lines. At times it will also be running “Events” as defined by the CPF framework. In all scenarios Covid Vaccine Certificates/Covid Passes are required for the NHHA to operate fully and effectively. Anyone who is eligible to be vaccinated who is unable or unwilling to provide their Vaccine Pass will be declined entry to the NHC.
You may be requested to provide proof of age for you or a child in your care, if they are thought to be over 12-years of age.
The NHHA remains a Vaccine Required Site at all levels of the CPF – Green, Amber, or Red. All persons entering the NHC must provide proof of vaccination status at all levels of the CPF. A valid Vaccine Pass must be scanned at a designated entry point to the NHC, currently via the northern gate entrance A, accessed from the northern carpark.
Individuals aged 12-years and 3-months and over are required to have their Vaccine Pass scanned including:
Acceptable scanning – The only authorised tool for scanning a vaccine pass is the government approved NZ Pass Verifier app. Hardware devices (mobile phones) will be made available to personnel tasked with scanning individuals prior to entering the NHC. Staff with NHHA provided phones are required to download and install the app to scan in Vaccine Passes as required.
The Facility Manager will allocate mobile phones to use as scanning devices to be assigned to rostered employees prior to undertaking verifier duties. The Facility Manager will be responsible for allocation and returns, securing, and charging these devices.
Penalties – Under Covid-19 Response and related legislation, penalties for not verifying vaccine status are $15,000 per offence. Work Safe and NZ Police have both indicated they expect to undertake compliance spot checks. Failure to scan in a visitor is likely to be deemed serious misconduct and may lead to liability for fines and/or dismissal.
Under all scenarios Gate D (southern carpark entrance) will remain closed except for staff, and Gate A (north carpark) will remain open. The Jack Hinton Carpark in Rosedale Domain will be open to access Harbour 5 and the High Performance Centre (HPC).
The south carpark (Gate D) will operate solely for permanent employees and approved contractors and the gate must be closed at all times following entry. This is due to the entrance to the south end of the NHC not being configured for Vaccine Pass scanning. Staff will be pre-scanned and are responsible for scanning any guests or visitors under their care. The single access gate to the NHHA office will be fitted with a padlock. Staff will be issued keys and are required to close and lock the gate behind them.
Training will be provided to all staff assigned to Scanning Duties including how to manage a scenario where members or visitors either refuse to show/scan their Vaccine Pass or they become aggressive. In either scenario staff will be advised to:
A duty manager or member of NHHA staff will take appropriate action that may involve contacting police. If the person is a NHHA member, they may be referred to a judiciary hearing and liable to have their membership cancelled or suspended, and/or served with a trespass notice.
As situations and scenarios arise, this document and training procedures may be updated to reduce risk for our employees and volunteers, and/or improve the customer experience.
Security staff may be deployed as required.
This protocol takes advantage of staff already on site where the demand to scan is low. This protocol reduces staff requirements by ensuring all visitors enter through a single gate (Gate 1 adjacent to Carpark A), and where visitors are unlikely to move between assigned areas. Applies to anticipated volumes of less than 100pp on site.
This protocol is best suited for team trainings, academy sessions, youth programmes and smaller bookings. This protocol is NOT to be used to manage entries for high volume scenarios/competitions.

This protocol deals with high volume/high visitation periods to manage entry, vaccine pass scans, and exit safely and efficiently. This protocol has higher staff cost and places an emphasis on keeping more members flowing in to and out of the NHC.
This protocol maintains the focus on a single-entry point but opens two lanes for entry into the tunnel from the northern carpark and allows for at least two or more staff to scan vaccine passes utilising queue management systems if required.

As vaccine scanning takes place at specified entrances there is no need to scan vaccine passes to enter the Clubhouse. It is important to note that as the Clubhouse is an indoor venue, capacity is limited dependent on areas that share the same air conditioning. The whole of the internal structure of the NHC building being interconnected with common air conditioning, the NHC building is defined as a single zone with the applicable limits of 100pp to apply.

The Change rooms at the NHC are closed for changing, team briefings or congregating for any reason. The change rooms also share air conditioning with the Clubhouse and so must share capacity constraints with the Clubhouse for a limit of 100pp for both spaces.
